As the planning and scheduling subject matter expert, this person sets the standards, practices, and processes that support the successful construction and maintenance of project schedules. This person oversees a team of planners, schedulers, and analysts to provide the Project Management team with appropriate planning tools, regular reports, and actionable insights.
This person will manage relationships between all Project stakeholders. They will be the point of accountability for the Project’s understanding of deadlines and schedule risks.
ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

Meet the needs of various ship repair projects.
Build processes, standards, best practices, and policies that create consistency across the ship repair portfolio. Drives continuous improvement activities focused on Scheduling and Production Control processes.
Drives planning processes. Includes build planning, WBS development, schedule development, and score card development. Ensures schedule and score card content are optimized for alignment to project strategies.
Responsible for creating and maintaining the IFS cost / P6 schedule structure (WBS), Primavera project schedules, and production score cards.
Responsible for progressing project schedules and providing updated deliverables such as custom Primavera schedule layouts, customer schedules, and other data updates from project schedules.
Responsible for developing, coordinating, and providing Project Management with reports and information tools to make informed decisions and monitor operational performance.
Responsible for providing Project and Craft Management with detailed and aggregate labor plans.
Conducts regular audits of ongoing projects to identify risks and opportunities as well as to ensure processes and data integrity are maintained.
Recruit, hire, and train new team members as needed for the growth of the Project Controls Team.
Source, negotiate, and onboard consultants to provide short-term service to the projects if necessary.
This is a leadership position within the Ship Repair Project Management Team. The Master Scheduler is responsible for ensuring the Project Management team is positioned to plan and execute projects with accurate, updated information and for maintaining systems that support the flow of information and tools to make informed decisions. This position operates with minimal guidance and supervision from the Director of Project Management while maintaining a high level of collaboration within the ship repair team and across departmental boundaries. The Master Scheduler leads a team that serves the Project Manager by providing them with the information required to make high quality strategic decisions.
This position may manage 1 planner / scheduler based on project specific need.
KNOWLEDGE SKILLS AND ABILITIES:
Strong command of and working knowledge of:
Production planning and scheduling, big data, database management, data analysis, data manipulation and report generation, MS Excel, VBA, corporate accounting and/or scheduling software such as IFS, Primavera P6, and MS Project.
Manage the successful building and maintenance of scheduling and planning tools and reports;
Provide exceptional customer service;
Build new processes and procedures;
Drive process improvement;
Demonstrate the contribution of Project Controls Team to the success of projects;
Develop proficiency in ship repair strategies, sequences, operations, and shop logistics;
Speak fluently about EVMS and train others in its use and analysis;
Run a variety of meetings with a broad range of stakeholders and desired outcomes, including but not limited to:
Production meetings to instruct craft leadership on the planned work
Executive meetings to brief leadership on the status of various projects
Project audits informing Project Team of risks and opportunities
Training to explain Project Controls practices
Remain persistent in getting focused attention from decision makers in a fast paced environment;
Understand internal customer needs and meet those needs through a repeatable, systematic approach;
Relate effectively to IT and HR technical staff in development of system tools and reports;
Work closely with Project Management in development/updating of schedule and production control information tools and processes;
Work closely with Finance to develop metrics reports;
Develop custom layouts within Primavera Project Management software that serve as deliverables to various positions and departments;
Analyze and refine raw data to usable formats;
Be persistent in collecting deliverables from coworkers.
EDUCATION AND/OR EXPERIENCE:
Bachelor’s Degree in Business, Engineering, or Construction Management is strongly desired.
Experience using ERP and scheduling software and performing planning, scheduling, and analytical functions are required.
At least 10 years’ experience scheduling with Primavera P6.
5-8 years’ experience in scheduling/production control in industrial manufacturing or complex fabrication environment.
Maritime experience, especially ship-repair or ship building, is preferred.
CERTIFICATES, LICENSES, AND REGISTRATIONS:
PSP, CCP, PMP, and/or APICS CPIM are preferred.
Work is conducted in a dynamic, fast-paced ship repair environment with moderate to loud noise levels from production activity. Will be required to be in production areas in shops and the yard. Must be able to walk to and from job sites. May be required to work more than 8-hour shifts and weekend work. May be required to lift up to 50 pounds. Local travel and out-of-town travel (including air travel) up to 5% of the time with notice.
